EADE Director participated in the OCHA-NGO Country Based Pooled Funds Dialogue Platform.
26 June 2019
Geneva, Switzerland
During the dialogue, EADE Director presented many comments related to the difficulties and challenges that the local Iraqi NGOs have faced with the CBPF allocations.
The comments are briefed with the following:
1-The supposed ration of IHF for local NGOs is 25% but actually it does not exceed 9% in best conditions. Even the local NGOs are given small amounts of grants.
2-IHF depends high policy. Unfortunately this policy is hard to achieve. The problem IHF do not conduct a training for NGOs before starting the given grants. The NGOs faced huge difficulties after implementing the projects because auditing companies had another procedures in monitoring and evaluations.
3-The auditing company had another policies which complicated the situation for NGOs.
4-The long complicated procedures adopted by IHF in submitting the proposals.
5-The clusters suppose to encourage INGOs to support local NGOs by implementing the projects together in order to increase their ability in implementing such projects.
6-Some INGOs have one or two partners and they do not give new opportunity to another NGOs.
7-There should be a meeting or training before launching any new grants or projects so the NGOs know what are the priorities and the targeted areas. What are doing now is just sending the clusters needs and assessment without focusing on how to write good proposals.
8- We request to apply the Grant Bargain and Localization bases to allocate more money to the local organizations and building their capacities in order for them to up-grading their capacities in addressing the needs of the affected population in their communities and harmonize the criteria and cut the bureaucracy by more facilitating all procedures.
